A. Procedures are as follows:

      1) Submission of documents issued in Netherlands (but not by a Dutch government authority) such as Affidavit, Declaration, Power of Attorney, etc. to be notarized first by a local Notary Public and then to be authenticated by the Netherlands  Academy of Law.

Note: Any document in Dutch should be translated into Chinese or English by an authorized translator and bound together properly 

　　2) Submission of documents issued by a Dutch government authority (e.g. Marriage Certificate, Birth Certificate, Confirmation of No Criminal Record) are to be authenticated directly by the Netherlands Ministry of Foreign Affairs.

　　3) Submission of documents authenticated by the Netherlands Academy of Law or Netherlands Ministry of Foreign Affairs are to be authenticated by the Chinese Visa Application Service Center in The Hague.

 

　　B. Documents to be submitted:

　　1) One duly completed application form.

　　2) The original and a copy of the document to be authenticated

　　3) The original and a copy of the applicant’s passport or IC.

　　4) If the application is submitted by an agent, the original and a copy of the agent's passport or IC are also required.

　　5) Other documents consular officials require.
            6) A copy of all documents above.

　　C. Points of Attention:

      1) One certificate can only contain one document. One certificate that contains several documents will not be accepted for authentication.

      2) Documents issued in China, such as Passport, Registration of Company will not be accepted for authentication.

      3) Applications will not be accepted if the contents of the documents are against Chinese laws.

      4) Your document must be authentic, intact and legitimate. The visa service center will NOT authenticate a document that contains content considered illegal by Chinese law or content that may cause potential threats to China's national or public interests. 

      5) The Chinese Embassy authenticates only the official signature and seal of the XXX Academy of Law or XXX Ministry of Foreign Affairs and will not be responsible for the contents of the documents.

      6) Documents authenticated by the Netherlands Academy of Law or Netherlands Ministry of Foreign Affairs and the Chinese Embassy should be in their original shape . Applicants should not dismantle original documents (notarized or authenticated) or stitch some other pages to the original documents, and should bear all responsibility for any such action.

      7) If the document submitted for consular legalization contains more than one page, it shall be properly bound as a volume by applying sealing wax, eyelets, paging seal, steel seal or other methods to avoid any substitution and ensure the integrity of documents. 

      8) A document containing two or more pages must be bound properly and securely, with sealing wax or paging seal/embossing seal to ensure the integrity of the document. The visa service center will NOT authenticate a document if it is found illegitimate, or in any way forged, counterfeited, fraudulent or altered.

      9) The unmarried status declaration and certificate of non-criminal record intended to be used for marriage registration in China are valid for a period of 6 months from the date of issuance.

      10) To apply for foreign national children to be sent to China for foster care requires the submission of a “child foster care letter” with prior approval from the Dutch Ministry of Foreign Affairs, the birth certificate of the child, the passport of the child, the passport of the father and mother and the Dutch residence permits of the father and mother.
